The withdrawal was done eleven days before the official start of the senatorial campaign. According to Roque, he had recently undergone a percutaneous coronary intervention following the discovery of an unstable angina coronary disease. This condition led him and his family to decide in quitting the senatorial race.

Roque filed his candidacy under the People’s Reform Party after failing to get the endorsement of President Rodrigo Duterte, and the certificate of nomination and acceptance from Duterte’s party, the Partido Demokratiko Pilipino-Lakas ng Bayan. He was, however, endorsed by Presidential Daughter Sarah Duterte as a candidate of Hugpong ng Pagbabago, a regional party based in Davao in Southern Philippines.

Roque thanked his supporters and vowed to continue supporting Duterte and his administration.
